All 387 flyers on the flights from Singapore and Toronto were allowed to pass through without mandatory tests and five-day quarantine. The sudden abandonment of the zero-covid policy led to the current scenarios following strict measures. Previously, Beijing adopted a hardline approach including mandatory quarantine, regular testing, and lockdowns.
