The presidential security service issued a statement confirming the incident while assuring that no hazardous materials were found in the debris. However, leading South Korean media outlets, including Dong-A Ilbo and Chosun Ilbo, reported that the balloon contained propaganda materials specifically targeting President Yoon Suk Yeol and his wife.
Escalating tension
The incident follows a series of provocative statements from North Korean leadership. Kim Yo Jong, the influential sister of North Korean leader Kim Jong Un, issued a stark warning earlier this week. “Seoul will have to experience at firsthand so as to know properly how dangerous [of an] act it committed and how terrible and fatal the consequences it brought on itself are,” she declared, according to state media reports.
Kim also condemned what she termed as “political motivational rubbish sent by the ROK scum,” referring to South Korea by its official name, the Republic of Korea. She characterized the situation as “a hideous military provocation that can never be pardoned.”

Since May, Pyongyang has launched thousands of balloons carrying refuse and propaganda materials across the border, reportedly in retaliation to similar tactics employed by South Korean activists.
